This is what I'm hoping to find for our family.
We would prefer a place where we have easy access to parks (because we have kids and a dog). Also good schools around (either International or not)
We don't have a car and so will be dependent on public transpo...any suggestion for a good start for us?
I was told that HDB's don't allow big dogs, so what type of housing should we go for? And are there
Serviced Apartments that allow pets?

For proximity to
International Schools try Holland Village area or Bukit Timah. It all depends on which schools though.
Most expats stay in
condo apartments, not HDB's. Many do allow dogs. If you have a big dog, you may want to consider living in a house, although houses tend to be far off from public transportation/shopping, etc.
As for parks, most
condos have greenery, pool, playground etc.
