i heard a rule that you have to employ 3 sg citizen for each foreign staff you hired , is that true ?

For work permits, yes. For EP, not a hard and fast rule.

quiet true. Foreigner needs not paid CPF. Levy charges on S$20 per person if the foreigner has O level qualification. But maid is different. They have more levy than professional. Because they are less qualified.
