Well, yes, the AIP letter arrives first, and I believe you can work on it, but it takes only a couple of hours after receipt to get the work permit. The Entrepass is very much like a regular EP in that you can only work for the company you are starting up. I have applied for an Entre' pass as well..but I am still not 100% sure how it works..a lot of the rules have changed since the last time I was in Singapore

Once you have the letter you can enter the country. If you can come in on a social vist visa, then do nothing more than come into the country as a tourist. If you must obtain a visa from your country, then you go to immigration with your approval in principle letter in order to get into the country.
Once in you go to the Ministry of Manpower with your passport, embarkation card, medical documents, and your approval letter. It takes them a few hours to stamp your passport with a re-entry visa and issue you a work permit card.
