How to recover money from landlord

[frustrated]

I wanted to rent a shop and gave 2 months deposit and 1 month rent ( 7600$ total) to landlord but in the end he couldnt give me the shop and its been 5 months he is not returning me back my money. I have everything in written from him but dont know what to do next.

I cant go to small court as they dont resolve landlard-tenant cases.Please suggest me what should I do?
