From an email I received when I made enquiry into landed PR:

We wish to inform you that foreigners who are not working in Singapore and wish to apply for Permanent Residence, may apply for a Landed Permanent Residence (LPR). This scheme is applicable to professionals who hold professional occupations and have reputable tertiary qualifications. Application for LPR scheme is to be submitted through SMC Management Consultant. To obtain more information on the LPR scheme, you could visit the website at www.smcmc.com or email them at enquiry@smcmc.com for their advice.

Thank you.

Yours sincerely,
