How to speak good English

I am a chinese , and I always study English, but I can't speak well. who can tell me which mehtod is the best effect or who can introduce to me the best English course

I think you have to use the language often. Read more, watch TV, interact with people using english etc...
All languages are the same, you have to USE it to improve.

It's true, the only way to get really good is by speaking English as much as possible - and with people who speak it properly, otherwise you will jut pick up other mistakes without knowing it.
There are lots of good english courses you could do, but I think the best thing would be a regular group (perhaps conversation-based sometimes), or a private teacher.

Best way to learn any language is by immersion. Go and live there -- even for a little while. Your language skills will improve dramatically. Is there any way you can go to the UK/US/Canada to study or work?

Not sure that part about watching tv to improve your English is advisable. Have you ever seen the local programming? Poor chap would come out speaking like an auntie from Bukit Anaing Kambing....or worse - Cheryl Fox. Talk about fake accents! I wouldn't mind abit of that Dianna Ser though...she looks like a real firecracker, but I digress.

From my personal experience, within a year, I came from nowhere in English to somewhere. Just in time for English 1119.
Borrow novels of your liking and read up to 9 of them a week.
Lots of movies (no Singlish, of course).
imho, usage will come naturally when you have confidence, built up by the readings and movies...

My wife was a bit worried that her English would not be good enough when she came to the live here last year. Her English is very good and I have no problems understanding her.
It was until we went out to our local in UK that and the blank expressions she got from friends not quite understanding her English that she realised she'll have to adapt a bit.
Over a year later of living and working here, her English has improved greatly, she now even remembers to pronounce the last letter of each word!
I guess what I'm saying is English course are a good foundation but until you get out there and converse with natural English speakers will you pick up English English
