If you check out the forum about Victoria Secret, you will see that, they do not sell to Singapore. So I would think the sale is of copies from China.

There are some factory outlets here in Singapore that I found selling cut up victoria secrets labels bras and panties with the labels removed. Those are very cheap but with some defects here and there.
