The way I understand it is no you don't 'have' to hold a reentry permit as long as you are in Singapore (I am a long time PR). However, if you leave Singapore (like going across the causeway) you will not be allowed back in even if you are still a PR. You should renew your reentry permit every 5 years.
That said, I am not sure what the requirements are if you happen to be unemployed at that point as 'gainfully employed was one of the requirements the last time I had mine renewed'. Just don't leave Singapore until your have it sorted out as it IS REQUIRED to reenter the country.
