Vietnamese lime sauce

Talking bout Vietnamese food, there is a sauce made from lime, green chili, (maybe) garlic, and (maybe) vinegar. In Viet restaurant here, it is served as companion of baked seafood.

a) Anybody can tell me how to make it?
b) Any ready-made sauce sold here? Where?
c) Any ready-made sauce sold in Vietnam itself? What's the name of the sauce so I can ask pal to get it for me?

I am not sure what kind of sauce it is. But most of Vietnamese sauce is made from Fish Sauce (can buy at any Fair price), plus a bit of lime juice, chili (green/red), (maybe with/without garlic, sugar). I cannot tell for sure from your description as Vietnamese have different sauce recipes for different dishes.
Can tell me more about the dish that you ate?

It was served as a sauce for barbequed sea food (fish, prawn, squid) and plain rice. With strong lime taste, and you can see the roughly grounded green chilies on the sauce itself.
