what would you give singapore overall out of 10 :

8 when compared to many European countries

probably given it a miss! As the country advanced it's basic infrastructure, the massive deficiencies of it's population became just that much more painfully obvious. 10 for the infrastructure, 7 for the implementation and 3 for the population or 5 overall.
