Global Roaming with Dependents Pass

My wife and I are heading back to Australia for a holiday shortly and she was told by her phone company that she can't have global roaming on her mobile phone because she purchased it under her name and she only has a dependent's pass. Does anyone know if there is a solution to her problem?
