Searching for HR position

Hello,

I am an Indian national, masters in HR with 4 yrs exp, looking for a good job in HR. Response from most is discouraging, asking for PR. I am an S Pass Dependant, hoping to get EP on my own merits. What are my chances? Do I need to learn mandarin to find job in HR? Any leads?
