business registration for PR in principle

I am a PR in principle holder and trying to register my business in Singapore as a sole proprietor.

However, I can't do the registration online cause I don't have a Singpass.

I tried to get my Singpass online but I can't cause I don't have any any ID no. or pass no. as a PR in principle.

I tried to call ACRA but the line either were engaged or no one trying to pick up the phone, which is very annoying!!

I went to their office and was being diverted to the DP Bureau PTE LTD which I finally got the form, but the cost to do the business registration with them is S$103 instead of S$65 if you do it online. I don't know why they charge more and actually why do I need to register through them? And why the charges are different?

Please help since I really want to start doing my business as soon as possible. Thanks!

Why not pick up your Singpass at one of the local counters and do the rest online?
