Going home without passport?

A friend needs to go back home as soon as possible due to an urgent family matter, but his passport was expired and is still in the embassy for processing.
The thing is, the embassy is closed from today till Tue and opens again on Wed.
Is there a way one can go back to one's country without using passport? And of course coming back here too with the same way.
It's one of the ASEAN countries so I was hoping it would be possible cos of some visa treaty or such?
Or he just has to wait till Wed...?

Sometimes a temporary passport can be issued within 24 hours. Where does your friend come from and where does she wanna go :

If flying then you can not leave or enter Singapoer, or virtually any country in world without a valid passport. Many countries will not allow you to enter unless you have more then 6 months left on your passport.

Go to the nearer police station, make a declaration of theft. It works in airports.
But it won't work to enter in a foreign country.
