Sept 11 2001 ushered in a new age where the a new form of state is emerging, the terrorist state. It is no respecter of sovereign boundaries and operates across borders. It seeks to undermine the power and authority structures of sovereign states from within and operates and thrives where authority structures are weak and monitoring capabilities is minimal or non existent. Whilst sovereign states may seek to dominate by the exercise of brute force, the terrorist state determines its survival in the very presence of this domination eg Iraq. The terrorist state ensures its own survival by appealing to the collective memory of injustices past and present which thrive in the very presence of the society structures within which they operate. It proves its legitimacy not by current performance but the very fact that the injustices are not addressed or even seen to be addressed. Its promise of future performance is the very fuel to ensure its continuing survival and thriving existence. The world will only be a safer place when the nations work in earnest to redress these injustices perceived or real as they may be. State policing the way its done in Iraq is bound to failure. :O
