DP opening a sole proprietorship in Singapore

I'm a DP holder and I need a job with flexibility as I'm studying for the CPA exams and I have to travel back to the US often to take exams.

Unfortunately, I have massive student loans, so I need some way to earn income while living here. I'm an accountant with a master's degree, but that means nothing here since accounting is a protected profession.

I have the idea to try dog sitting/walking since my sister has actually done it in the U.S. for years and she loves it. It would afford me the flexibilty to study and take exams but I can earn income to pay my loans. So my question is, would it be possible to start a SP here and get a Letter of Consent to do so. I plan on using apps to find clients, but I've reached out to the local apps and they aren't willing/can't sign the LoC for me. According to chatGPT it's possible, but I don't want to put money into it unless I have solid proof it's possible.
