How to renew my Exit Permit after 10 years

I am residing outside Singapore for the last 10 years. How do I renew my Exit Permit ?

I'm assuming that you meant your ReEntry Permit. Considering that they haven't given 10 years REP in over 15 years, does that mean you haven't stepped foot in SG in the past 5 years? If so, I have my doubts that you will be allowed through immigration without your native passport. In either case they will probably pull you out of the line and will have to see an ICA officer. With that much time out of SG, I'd be surprised if they gave you more than 30 days on a standard SVP. Good Luck and let us know how it turns out.

I don't think you can. Typically if you are outside of Singapore when the REP expires, you need to renew within a fairly short period. You most likely are no longer a PR.
