Friends of mine became PR (spouse followed husband and their minor child was included and is also now a SPR).
Does this child lose her PR when she turns 21? She would have to apply for PR on her own merit or stay on a students pass if in studies?
She is a caucasian from the EU.
I cannot easily find information on this but I believe it to be the case.
I not lawyer/teacher/CPA.

Female child has a priviledge to keep her PR status after 21yrs old as long as she living with her parents (renewal tag to parents). Once she move out, she will need to apply PR on her merit. I have a couple of friends, above 40 yrs old who living with their PR parents and got to keep the status. This scenario does not applies to male, who must apply ln his own merit as soon as he turns 21 yrs old

Any citations or links or us the usual issue where we see established practices that we believe strongly permitted by ICA but hard to prove in written law or regulation?

As usual with Singapore it's opaque. In this case the child is already a PR; the question is about continuing PR (or in reality REP's).

After 21, the child is not a dependent and their REP renewal will depend on their own merits as far as I know. PRs do not lose their PR directly if the age out of dependency.

SMS is right, by excluding your second child (assuming he is male) you make your intentions very clear.
