International School to Public/Local School

Hi All,
I'm Singaporean and my fiancée is non-singaporean, currently my son isn't Singapore citizen nor PR.
Born in 2018, He have been in Shenzhen/HK for the past 6 years
Just wishing to ask a few questions that i have in doubt.

1.As i have already past the registration date for 2025 application for P1 for phrase 3 non-citizen, my only option now is to enroll him into International School (most probably OWIS in Punggol) ... right?

2.Would i still have the chance to enroll him to P2, under the Admissions Exercise for International Students (AEIS)? (i had read this up at MOE website > aeis.)

3. Reading from MOE site, it says that he would need to take CES and then CEQ and AEIS-pri math test?

4. Any chance to know by which date next year i would need to have him take the test?
Since his pretty much no knowledge in English and would still require tutor before taking up the test.

Sorry i might need to rephrase.
Currently my fiancée's son is same as her and isn't Singaporean nor PR.
Fiancée holding to China passport
Her son holding HK passport.

I'm thinking of bringing the son together to Singapore for studies from young, that's why i'm inquiring the above

So let me get this straight. You are a Singaporean guy with PRC girlfriend and you intend to marry.

She has a son… do we know who is the baby daddy? Was she ever married? Is she still married? If divorced, have you seen the official paperwork? Has she ever worked in Singapore? Is she here in Singapore now? If yes, on what pass? Who is the son living with now? Is the son in Kindergarten or started school in SZ/HK?

Uhm..Yes we know whose the father her ex-husband.
Paper work for divorce is already completed with court letter.
She has previously worked in Singapore before, i know that i would have to apply to MOM regarding this portion.
The son is staying with the grandparent of my girlfriend and yet started school as far as i know..

Are you assuming she will be allowed to migrate here after you marry? Do you have an approved PMLA? That seems far more important than her son getting into local school.

Her son is not a local here, do you really want to pay the hefty fees (around $1k monthly for primary) until he / if he gets citizenship? Considering how foreigner-unfriendly policies have gotten, you might want to wait. Once he has Singapore citizenship, the MOE will find him a place in local school… no need to worry about that.

I thought I would need to apply to MOM first, after approval then PLMA? Or I can apply both together?

Isn’t International School higher cost? I searched the one at Punggol and it cost almost or around 20k annually excluding other school expense.

I do not believe there is anything extra you need to do before applying PMLA. That will tell you whether you can expect her to be approved for a LTVP once you marry. If the answer comes back no, then you’ll need a plan B.

Yes, the lowest cost international school might start as little as $20,000, but local schools are catching up fast. For 2025, it’s $11,820 for primary, $24,600 for secondary and $28,800 for JC.

Once the child is a citizen or PR, they are assured a seat in local school. However, it is also possible to get a seat as a foreign student, if you pursue it.

Aaah, so she was on a WP. Now it makes sense. MOM needs to check if she was naughty. But just because MOM says you can marry her doesn’t mean you can bring her home, you still need PMLA.

If I may ask, why are you worried more about bringing her son here than bringing her here? Is she pushing you for this?

If he is in HK now and is a local, he probably has cheaper options there.

Bringing him to study at an International School is not a great move, unless you plan to migrate to another country and you’ve got money to burn. Once in the international system, it’s hard to switch back to local because local standards are super high.

May I apply for PMLA simultaneously or prior to seeking permission from MOM to marry, or must I first obtain MOM's permission to marry?

Haha, it's true that I worry more about the son, but I would like both of them to come over together. The education system is somewhat more complex than the others (MOM/LTVP+/PMLA), as there is the possibility of an appeal. The son is no longer in Hong Kong; he is currently in China with his grandparents.

If I do an adoption process, will the son generally become PR?

Adoption does not make him automatic become PR or citizen.
