Pass type: SPass
This may be dragging your application down. EP is more "prestigious" than an S-Pass. You have tough competition.

The salary may unfortunately be really low on the scale. I compared on MOM Salary Comparison Tool. Especially considering 17 years + lower salary, this might be a factor.

Perhaps apply after they are on-shore? Otherwise non-residents applying may not be a strong case.

1. This is the first application with my Baby boy
While it is believed that boys are considered NS-ready, thus improving odds, but your boy is a bit too young. May not swing your application.

2. Increase in my salary
...
5. Occupation has changed
Still is considered low according to MOM salary benchmarks.

Some may consider it as a positive, but what does it really indicate? It indicates you've stuck with your employer. Does it signal loyalty? Maybe? Will it be considered for PR? My guess is as good as yours.

4. Passport got renewed before applying the PR
This does not really matter because REPs are short-term and are to be renewed. So 10 year passport vs 2 year passport: I am not sure if it would constitute a REJECTION from an approval.

Apologies if I sounded too harsh. I tried to act like an ICA officer in this haha.
