Can a foreigner take the Power-Assisted Bicycle (PAB) theory test?

Can a foreigner take the Power-Assisted Bicycle (PAB) theory test?

Hi, I plan to purchase a PAB for my commute to work. And to legally ride it I must first take the theory test for PAB. However, it says on LTA's and Singapore Poly's website that I must use a SingPass (which I do not have) to register for the exam. Is there any way around this?

Why don't you register for a SingPass?
