My brother worked with S-Pass in Singapore since 2009 and left the company during the pandemic (COVID). He later went to Singapore on a tourist visa for his friend's hotel opening but was stopped at the airport and denied entry as he did not have the proper documents (such as a printed invitation).
He did not take it seriously and went back to India and then got a job in another company and try to get the visa. but 'MOM' has rejected his request 2 times. they mentioned as "your application is not successful becouse, the candidate is not eligible for a work pass, please look for another candidate".

Kindly advise how to contact MOM / ICA for release from blacklist.

As the requirements for an S pass have gotten more stringent in the past couple of years he might not be qualified for the S pass due to educational and/or minimum remuneration requirements. Might not have anything to do with a ban unless he receive actual notification of a ban from the government.

Already he worked with S Pass.
We doubt if he is on any MOM/ICA blacklist as he traveled on a tourist visa and blocked him on airport.
Become he didn't bring invitation to attend his friend's function.

His S pass would have been canceled in 2020 in all probability if he left at the start of the pandemic. Therefore, and maybe one of our Indian readers or SF can confirm, is a visa is required for Indian Nationals to visit Singapore? if so, it sounds like he came without a visa. If an invitation was required (IF that was the reason for the issuance of the tourist visa) and it was required for the tourist visa, then he didn't follow directions. His tough luck. on to part two....

Your post is rather confusing. It seems like two different questions are being asked; 1, He was refused entry as he had no invitation (sounds like he had no visa or a required document for proofing visa);, and 2. He applied for an S pass subsequently, and was refused two times for lack of qualifications/remuneration. This is two different scenarios. And yes, He would still have been required to have visit visa as the S pass is not granted until after he reports to the employer. He would have been given an IPA (In Principle Approval) to allow him to enter Singapore for the issuance of the S pass.

The 3rd possibility is that he left Singapore improperly. Eg, without giving notice, doing a runner.

Yes, indians are required to get visa to visit singapore.
