His S pass would have been canceled in 2020 in all probability if he left at the start of the pandemic. Therefore, and maybe one of our Indian readers or SF can confirm, is a visa is required for Indian Nationals to visit Singapore? if so, it sounds like he came without a visa. If an invitation was required (IF that was the reason for the issuance of the tourist visa) and it was required for the tourist visa, then he didn't follow directions. His tough luck. on to part two....
Your post is rather confusing. It seems like two different questions are being asked; 1, He was refused entry as he had no invitation (sounds like he had no visa or a required document for proofing visa);, and 2. He applied for an S pass subsequently, and was refused two times for lack of qualifications/remuneration. This is two different scenarios. And yes, He would still have been required to have visit visa as the S pass is not granted until after he reports to the employer. He would have been given an IPA (In Principle Approval) to allow him to enter Singapore for the issuance of the S pass.
The 3rd possibility is that he left Singapore improperly. Eg, without giving notice, doing a runner.
