Although ICA may have other ways to know about your passport renewal, it is better you give the information from your side. You really want to test what happens when you dont update the latest passport especially when your pr is at stake? Good luck with that.
Your work visa is tied to passport and it wont look good to make yourself look like you are staying in sg with expired passport as a foreigner.

As far as I know, you can also update your passport by sending them the new passport bio page to this email and making sure that you also state your application reference number.
