Even if you were able to bring them in, the conditions under which they must be kept are rather onerous. And, you could keep only one dog in a non HDB residence.

casey5047, you should consider a description of Singapore society that PNGNK has coined or borrowed, and that is "hive mind". It's the community that matters above all else, and the individual isn't shit in a hive society.
Once the gahmen decides that something is good for the hive society, and you decide to go against it, you'll be treated like a yellow jacket hornet trying to attack a beehive... you're going to get squashed for upsetting the hive. This hive mind mentality informs and shapes every kind of policy in Singapore, from racial quotas in HDB flats, to the drug death penalty, to parks and greenspace, to the relatively censored press, to persecution of opposition individuals that fly too far from the hive, to the kinds of dogs that can be brought into Singapore, and much more.
It can be totally goddamn irritating to have to deal with this hive mentality, especially if you're getting screwed over in a HOA or some other activity. But it is what it is, and I guarantee that from the perspective of a Singapore customs officer, there is absolutely no way that some pissant expat is going to get his prohibited doggy-woggy into Singapore. There is absolutely no upside for the officer or the hive. And remember, your rights in Singapore exist right up to the point where they conflict with the hive. You need to figure out an alternate path for your beasts.
I expect that I'll see monkeys flying out of Lee Hsien Loong's ass, while he addresses parliament, first.
