Max, every operator of any kind of boat in Singapore (including jet skis) must have, at a minimum, a "Powered Pleasure Craft Driving Licence (PPCDL)" or a APPCDL (Advanced) to captain boats that are longer than 24 metres. Therefore, even if it is only you in the boat you must have a license.

If you want to use your boat to carry passengers as a boat for hire, that is, you charge each individual person to get on the boat, then it must be registered as a "harbor craft" and is subject to more regulations and yearly inspections. You must also have a commercial captain's license to pilot the craft.
So you can't ride a jet ski one off without a license?
That is correct. The top half of this URL lists the licensing requirements for the craft itself, the bottom half, the licensing requirements for the pilot.

They do this because many parts of Singapore are off limits to pleasure craft, and you need a special license to travel to other countries.

Interesting, I've ridden many a JetSki in other parts of Asia like Thailand and Indonesia, though they are probably significantly less strict with their regulations.
