Not sure there are any ICA approved translators. Don't you just need either a) the Embassy of the country that issued the document or b) any notary public? For a), the question is whether the Embassy provides that service. For b) it may depend what language the document is in (some languages more common than others)?
Sorry, I think you are missing the point. What language is the document that you need translated in? If you go to someone that knows English and Chinese but you need a translation of a document in some other language, they probably won't be able to help you.
I would have just used the Embassy in the first place (tried to point you there), provided you could get an appointment. If I recall correctly, you could also get a translation notarized there (Embassy), but in that case just get them to translate it if they provide the service.
