If that is surprising for you, even i too received a similar CV request right at 7 months mark, and after that now pending for over 20months, i.e., more than 13 months after the CV submission. So now you can know the real hurdle. Dont get surprised if you dont get it this time, as you have stayed here for quite short time (for your ethnicity) and very small quota. If you really wanted to become a pr be prepared to stay atleast 10years in sg and contribute. Having a high salary and have 2 sons may not guarantee you to get an approval.
Also, not being able to provide complete and proper information about your family is not going to be seen as a positive. Not sure how they will look at the reason that you are not able to give information about your family. Perhaps, this could be the reason why they ask for your family CV again. When your CV is requested, it can just mean they want some additional information about you.
