I'm currently applying for PR in Singapore and was told that if you are Chinese by race it would make it a lot easier. I'm from another South East Asian country, but don't have a Chinese name and there is no paperwork (passport, birth certificate, etc.) that says that I'm Chinese.
However I did a Circle DNA test and it says I'm ~80% Chinese. I'm from an Asian country and my parents did tell me our ancestors came from China. Can I put Chinese as my race in my application?

I dont think these kind of DNA tests can be given as a proof for proving your chinese ethnicity for PR applications. If no official documents related to you can say your parents or grandparents are chinese, then you wont be considered chinese. Also, i dont think ICA would really be eager to spend time and effort to check the authenticity of such DNA tests.

Birth certificate of parents or grandparents listing they are of Chinese descent. Some kind of family record.
Word of mouth and DNA tests don’t count.
If you don’t have concrete proof, then you cannot list your race as Chinese.
Or you can ask ICA if DNA tests are considered and see what they say… Though I suspect they have no way of authenticating that the DNA sample came from you and not someone else masquerading as you.

Do you look Chinese? Then put Chinese. There are plenty of Chinese in India, Malaysia etc who have no documentary proof.

A Thai Chinese friend of mine with a non-Chinese sounding name applied as Chinese as well and got approved. He fortunately had the birth certificate of his grandfather who was born in China and could prove the relationship through his father and his birth certificates.
Not sure if this applies to your situation, but worth checking if you have any links through some grandparent.

Did they ask for the birth certificates?

I would definitely put Chinese. It is up to the authorities whether they want to challenge you or accept you as Chinese without evidence.
You don’t need a Chinese surname to be Chinese. Lots of Chinese in SE Asia have non-Chinese surnames. In Indonesia most Chinese were coerced into adopting Indonesian names - including my wife’s family. They still know their Chinese surname, but they don’t use it or bother about it. In the Philippines they typically amalgamate 3 Chinese names into one and make a new surname. Every country is different.

Yeah they did, for both himself, his father and grandfather.
