Yes, you usually need a referral letter from the GP before you visit a specialist. It's possible to get a referral letter on a teleconsultation (there are several clinics offering this option).
If the specialist you chose cooperates with your insurance provider, there is a chance you won't have to make any payment (falls under panel specialist visit).
Otherwise (when visiting a non-panel specialist), you will have to pay first and claim from the insurance company, but whether you can get a full refund or not depends on the details of your policy.
The HR person from your company should give you contact to an agent from the insurance company who can assist with your questions.
