I had this issue before. The error happened when I use "Microsoft print to PDF" to create pdf file. Digitally signed =/= putting a hand drawn signature in the pdf. Digitally signed = a software side signature that loses authenticity once the pdf is edited (note that even this has various standards, and pdfs digitally signed on one platform may not necessarily be recognised on another).
Just to put this in perspective - none of the ICA or MOM or URA or BCA or SAF issued pdfs are digitally signed. They are just as editable as any other.
