PR Application Chances - 2023

I'd want to make an inquiry on behalf of a friend of mine, a mainland Chinese, who has recently begun his first job, is on a S pass, and is expected to begin work in August 2023.He wants to know when he should start his PR application, as well as his chances of approval, after failing 4 times as a student.

He has a Singaporean citizen elder sister, and both of his parents have a 5-year long-term visit pass sponsored by his elder sister.

His information:
Gender: Male
Nationality: China
Race: Chinese
Age: 24
Marital status: Single
Job: Junior Software Engineer
Salary: 2.5 k per month :(
Working started: June 2022
Education: Local Polytechnic Diploma , and currently studying in local university for part-time degree (most likely graduated in 2026) [-o<
Length of Stay : 17 years :shock:

If he is applying through PTS, with his profile I think he can attempt to apply as soon as he has 6 months of payslips. Reason: preferred ethnicity+ solid count of years to factor in for integration + having local family shows intention to sink roots here.

However, chance could be affected by his lower income and S Pass status.

I had a similar education profile (local primary -> poly -> local uni), but I was fortunate to be on EP and managed to succeed in my PR application after working for 6 months. Good luck!

Wait a moment, I'm confused. Is your friend starting to work in Aug 2023? Then why did you say "Working started: June 2022"?

I'd say, work a couple years and bump up that salary, then try again.
I'm curious - how did sister obtain SC?

If he's not done NS due to being on Student Visa's or LTVP and was kept on visit or student passes, I say his chances are virtually zero after being here for 17 years. But you buys your ticket and takes your chances. Who knows, maybe they really IS a Santa Claus.
