Enquiry on vaccination requirement for PMLA , LTVP

Hi i am a Singaporean in early 30s, i plan to marry my Girlfriend who is a PRC late 20s, currently she is still residing in China.

We plan to apply for the PMLA first , then once ROM ( in Oct 23) , we will apply for LTVP.

wish for any kind soul to advice as i have been checking ICA , vaccination is a requirement for LTVP , is there any way to appeal in the event that LTVP gets rejected due to vaccination ?
me and my girlfriend do not wish to get vaccinated and we are planning to try to have kids next year, kind of headache now

Personally, I feel you would be better off immigrating to the PRC so other Singaporeans can breathe a little bit easier.
