PR chances for our family in singapore 2023

Hi
We are living in singapore from 2008.
We are a Indian family
Husband-B.E(EEE)Employment pass(R&D in pcb design)-salary 120k p.a
Wife-Dependent pass B.E(ECE)completed in India (Doing now specialist diploma in biomedical and pharmaceutical engineering in nanyang polytechnic.
Daughter(elder)-( DP)studying in International School
CBSE (11th std)
Daughter (younger)-(DP)Kindergarten 2 in PCF sparkletots
From 2008 we applied 7times.The last rejection letter received march 2023.In the last two rejection letters they have mentioned If there is any circumstance changes you may apply again.
Could you please tell us what are the circumstance changes?we have any possibilites to get approval for our next application.

Change of circumstances - meaning upgrade of pay, change of industry, change of race (kidding), male child, being 10 years younger but earning more etc.

The above are examples of what could constitute change of circumstances and is non exhaustive - no one knows for sure except for the ICA. However, a kind of educated guess is that you don't stand a chance - your profile doesn't stand out from the numerous profiles of Indians in Singapore, many of whom earn more, have niche skills, are younger and are applying for a tiny handful of slots. Basically, this is probably the most oversubscribed bucket with the highest competition.

You didn't mention your age, but I'm guessing late 30s or over 40 in which case you should probably have a plan B for yourself or mentally prepare yourself to move back to India sooner or later.

to be rejected 7 times and then be told "tactfully" to not apply unless there are 'circumstance changes"..

what were you thinking when you applied 7 times? Did you think that this was a game of Roulette?

Bit harsh.

That is one of the standard response. I also don’t think there is anything wrong with applying( others may disagree and come down heavily on me ) .
More Important is not to be expect a positive response just because you applied.

I would think in your case , would make more sense to apply after you finished your education .

After you finish the diploma and if you get a local job - i feel your chances will improve - mainly because you have stayed longer and also Singapore needs people in the healthcare domain.
