PR chance as incoming graduate student

Hi, I'm curious about applying for PR here being an international graduate student. This is my 2nd year pursuing a PhD degree at NUS. I'm a single male Chinese, and came to SG in 2021 after receiving undergrad/master degrees from American unis.

The PR guidelines here allow applying as a student, but I seem to be missing the experience in the national exams (IP/A-level). I did take the US counterparts (SAT AP GRE etc) and am very comfortable with English. Looks like there aren't many similar experiences on the internet yet so I'd just like to ask: is it pragmatic to apply for PR as soon as I pass the 2 year mark, which will be a few months later? Can I do some earlier preparations to increase my acceptance chance (like signing up for some local English exams to prove my ability)? Or would I just be donating $$ to the govt already lol. Right now I'm under the research scholarship earning under $3000/mo, so it would be nice to have an idea about the payoff of what will be my first PR application. Loved that this community exists! :twisted:

Apply after you graduate and start working in SG. From my knowledge, PhD students seldom get PR when they’re still studying.
