Needed info regarding "DECLARATION BY EMPLOYMENT AGENCY" for PEP application

I was hoping to apply for PEP and noticed a section called "DECLARATION BY EMPLOYMENT AGENCY." However, I'm currently working under EP quota, and my employer has informed me that they are not an employment agency and cannot complete this section. Could you please advise me on what I should do in this situation?
