Definitely a political move. We'll know how long term it is after the next GE.

Had been speaking to 2 employers and they were ready to apply for EP but didn’t have the budget for the package that I was asking for..
So If you have the right job skills and experience it would still be possible to get an EP I guess so

Getting EP itself is not an issue I believe. The problem is that HR/headhunters sometimes are lazy to pass the CVs of those who need EP sponsorship up the chain to the hiring managers. So your CV is our before the hiring manager can even see what skills ans experience you have. Another issue is the waiting time. Usually you would only hand in the resignation letter after your EP got approved, so it effectively lengthens your notice period.

Usually nothing but still must update. Unless, you are going from a 12K/month job to a 2K/month job. Then they might want to reconsider.
