Not a whole lot you can do at this point in my opinion. Mainly because of the quota and your husband's age.

Better to think on the lines of either an alternative immigration path (another country) or be prepared that after you can no longer work in Singapore, you will have to move back to India. Moving to another country will also be a challenge because of the age factor (over 40).

In Singapore since 2010.
Husband in IT, approx salary 250k. Wife stopped working in 21 to become a home maker.
3 PR rejections. Inevitable question - how to "improve" chances :)
