I am a Vietnamese with a PhD in Computing, specialized in Artificial Intelligence from SMU (2016-2020). Hi, I have a Vietnamese friend who is also a AI PhD from SMU. He managed to obtain A-star research scholarship and was given a fast track to PR and citizenship (compulsory, you cannot stop at PR). His wife was also granted PR together with him. You can try to find more information on that scholarship, since I'm not very familiar haha.
Another Vietnamese friend who have PhD in Pharmacy from NUS also got her PR recently.
Hope the above information give you some encouragement. Frankly, I cannot say how much chance you have, because there are so many factors and luck involved. But with your background and qualifications, even if you don't get PR immediately, you can still at least have a good life here.
