I think both areas have a lot of restaurants and stuff. Lucky for you, you've got a very generous budget, so you should have no problem finding something nice. Do you value the convenience of a short commute to work more or the serenity of living in a calm and idyllic neighborhood? If it's the former, then you should look for homes in the Bugis area, but otherwise, it would be much better to branch out, as Bugis is known to be very, very busy. I looked at the Sail and the Clift as possible options and a furnished apartment looks to be going for about 6K and they dont look great! Is that just the online price or are they actually being rented out for that much?
Most of the websites dont have great pictures so It would be good to know any other high quality options available around that Tanjong Pagar area, which I gather is a good place to live. Happy for other suggestions if there are really nice places slightly further out. Ideally it would have a tennis court and pool etc, but the main thing is a modern room.

DUO Residences at Bugis is another option. It is a bit further away but offers good connectivity as it is right next to Downtown Line and East-West Line MRT.
Again, depends on exactly where your office is and tolerance for walking/transfers but other areas with decent connectivity to CBD are Newton, Orchard, or anything on the Thompson East Coast Line (just outside of CBD area).
If you want somewhere with tons of cafés and coffee shops that's also very walkable, I strongly recommend Everton Park. Newton is more peaceful, it's a typically residential areas. I would say that River Valley and Tanglin are a bit similar.
When choosing your place, be mindful of the construction sites. In some places, the work can go on even at night, producing a lot of noise.
