We had applied for citizenship first time in May 2019 - Rejected Dec 2020.

too premature to advise unless we know your length of stay, education of both, main applicant salary, PR duration, etc

I think OPs question is regarding the timelines only. His first application got rejected in 19 months; and also 2nd application is pending for more than 1 year. Does the timelines of getting the application result varies based on the profile!!!???

Of course. We have seen some profiles approved/rejected in 4 months and some 24 months or outliers even longer. So are they same or different?

At the end a rejection is a rejection whether it is in 4 months or in 24 months. The only thing is it increases our hope if it is taking more time. I have seen where a family PR got rejected twice after waiting for 18+ months.I wonder if anyone can predict duration of the application here alongwith the possible outcome

Has absolutely no bearing on the duration. Sometimes, over the years, reapplicants will be subject to new goal posts with ICA as here they are infinitely movable depending on what the government is looking for. 20 years ago, anybody with a degree in Computer Tech could walk in and virtually name their price. Today, you would almost have to pay them to even look at that application. It is what it is. Singapore plays by their own rulebook and cares less how out countries do it.
