It is very obvious. A Citizen sponsoring will surely have more weightage than a PR sponsoring.

Hello may i check what do you think of my chance of getting SC:

32 yo, single male
Nationality: Indonesian
Race: Chinese
Education: Diploma in Music and Bachelor in Business Admin both from SG (received MOE tuition grant for the latter)
Full time job: Admin exec in an autonomous university $3870 per month
Part time job: Music teacher in a small music school $1300 per month

Been in SG sinc 2010; previously was a student pass and EP holder. Got my PR in June 2021 so it's been exactly two years.

Additional info: my PR was approved on my first attempt around 9 months after submission and back then I was only drawing a salary of $2700. I guess I was lucky - not sure if luck will be on my side again this time? My concerns are the low salary and my single status.

Should be ok. if rejected, please improve on salary and retry after 2 years.

It is better, but also depends on other factors based on where are u from, what do you work as, education, etc

Safer option is to apply after 1 full REP renewal.

Generally best to do so after one round, but no rules at the end of the day.
