I want to open an educational institution in Singapore

Hi,

I am a software engineer and a PR holder here. I am interested in opening an educational institution in Singapore which will be providing diplomas in advanced computing.

I don't know where to start and what are the implications and the legal issues ? Can anybody help me in this case?
