I am holding two IPAs

Post by kungfu.tofu » Sat, 03 Sep 2022 1:39 am

Hello everyone, I would like to share my situation and seek your advice :)

I am a fresh graduate from NUS, after graduation my Student Pass was canceled and I was given a Short-term Visit Pass of 3 months which will be expired on 2 Oct. I also applied for a 1-year Long Term Visit Pass earlier this June and received an IPA which is valid until 26 Oct, and I have made an appointment with ICA to collect the LTVP on 14 Oct. During the time under the Short-term pass aka over the last 3 months, I was looking for a job in SG and received a job offer last month. I received the IPA letter for my Working Visa recently and it will be valid till the end of October. Next week I plan to make a trip abroad from Sep 7 to Sep 20, after that I will return to SG to do the health check as required by my Working Visa application. The HR said they will submit the registration for my employment pass physical card on the first date I start my new job which is Oct 3.

I just notice that as of Oct 3, my STVP has already expired and my appointment to collect the card for LTVP (Oct 14) has yet to come, while the registration for the work pass will just be submitted, meaning I will not have any valid visa to stay in SG for the interim. My question is, should I just walk in to ICA right after returning from my trip (around the last week of Sep) to ask for the issuance of my LTVP for the sake of safety (There is no way that I could reschedule an earlier appointment on ICA portal because all the slots are full now)? Plus, is it correct that once I get the work pass, the LTVP will automatically be canceled?

Thank you very much!

Better not to issue LTVP just for a few days. MOM IPAs will come with temporary short term visa. If not ask MOM on what to do or ask ICA to extend temporarily the short term visa.

Hi, from my understanding, if you go abroad and return to Singapore, you will be issued a new STVP which is valid for 30 days (or more, or less, depending on your passport). As far as I know, I do not think you need to seek any extensions.

AFAIK, if you leave Singapore, the STVP which was issued upon your student's pass cancellation is automatically "cancelled". The "2 October" expiry just means that you are allowed to stay until 2 October or earlier, and when you go back to Singapore, you will be treated as a "Short-Term Visitor" and you need to fill your SG Arrival Card under that category, not using your FIN number as it was in your student's pass because it is already cancelled. You also need to fulfil all the criteria to arrive in Singapore like any other short term visitors (tourists, etc).

Your permit to stay in Singapore will be based on your new STVP issued upon your arrival in Singapore on 20 September, and not the 3-month period of the STVP issued upon your student's pass cancellation.

When you have your EP issued on 3 October, then your latest STVP will be cancelled.

I see, so it means I am gg to proceed the trip now and no need to get the LTVP issued prior to the trip? I also realized that not every MOM's IPA holder also have LTVP IPA, for example a guy staying in his own country applying for a job in SG and got the offer, he would also just enter SG with the MOM's IPA so he would be fine staying in SG during the time waiting for his EP card under his temporary tourist visa?

Yes. When you come back to Singapore after your trip, just make sure you fulfil the requirements of a short-term visitor. You also need to go through the normal immigration counters like most short-term visitors do.

You will be given a new STVP that is valid for a certain period, depending on your passport (can be 30 days, 90 days, etc.). You will be treated as a short-term visitor until your EP is issued. You just need to ensure that your STVP has not expired when your EP is issued on your first day.

Like you said, people having EP IPA letters not already staying in Singapore will come to Singapore as a short-term visitor first, then as an EP holder after their EP is issued. When you return to Singapore after your trip, you will be treated as such.

I graduated from a local uni a few years ago, and went back to my home country for a few months, before coming back here to start my job. I entered with an STVP like all other tourists as my Student's Pass had already been cancelled before I went overseas, and got my passport stamped upon entry (back then, they still stamp passports) and got my EP issued on my first day of work.
