This is different from my experience. For me, after I submitted the request at BLS, I just had to wait for them to process it with the high commission and send me the cert. No interaction with the high commission. The counter person is very nice and will help u and answer ur questions. His name is Prem. I used OCBC and the ATM is at first floor. Also the lift to BLS is at the office lifts, near security area. Floor 30. I panicked when i couldn't find the lift but luckily i did thanks to the security.
