Landlady refused to let tenant move in after getting the deposit and rent to other ppl, then refused to return the depos

Some Old landlady from Indonesia, refused the moving in of tenant on the moving in day after getting the full deposit. Later she asked her agent to rent the room to others.
Already claimed in SCT, but l guess this landlady would not show as based on het previous agent, she seems have entered several conflicts with other tenants before.
How could the tenant get the deposit back if the landlady refuses to show in SCT and refuses to return the money?

In short, you have to get a writ of seizure/sale and engage a bailiff to reinforce it.

But, as you mentioned she seemed to have this sort of problems frequently I would file a police report as her actions may already be considered as fraud (here, pretending to rent but the actual intention is to get the deposit). Single case like this will not fly, but if she did it few good times, I believe the police may consider to take some action.
