I have 4 PHD friends out of whom, 2 got their SC recently and 2 are still PR's. All in the last 5-7 years. 2 of them are from India, 2 from UK.

I know before 2010, PRC PhD holders had a fairly easy time getting PR ‘cos my now-SC colleague and her fellow PRC friends have PRs from that era. Now even PRC PhD doesn’t guarantee a PR.

Whichever permutation it is:
- Low to NIL chance due to ethic quota.
- If you’re applying for just yourself or you & spouse, zero since not having the kids in the application implies you want the boys to not do NS.
- If you’re applying for whole family, your kids aren’t even in Singapore at all. Chances are also close to zero. PR is for people who want to sink roots here, how does being overseas equate to sinking roots?
It matters not in the eyes of ICA. You are correct. And given the fact that the kids are overseas but on dependent passes is also a foul in the eyes of ICA. I'd say the chances are zero.
The key data from above is those who got approved are HK or Malaysian or Indonesian who are close to those profiles which SG needs to keep the balance. The other few whom you quoted have stayed long enough in SG like more than 7-8 years and also more than 150k+ salary. My hope was on its peak recently when a friend (33M from Hong Kong, Chinese ethnicity) told me that he just got his PR approved last Thursday after 8 months of waiting (applied February 2022). He also mentioned that his colleague’s application (35M from Indonesia, Chinese ethnicity) got his PR approved also this October after 9 months of waiting (applied January 2022).
I’m still setting my expectation low, but not gonna lie, hearing this recent good news from someone you know makes you want to believe you also have a good chance (even if it’s not the case). Hoping for the best, expecting the worst!
