What happened in the end? Did she move back to Thailand or did the 1st born get PR/citizen?
It does not matter what the outcome is. If 20 years ago LHL’s letter could not work for ICA, it will never work now and forever regardless of which minister you go to. Stop hinging your hopes on MP letter for PR/SC approvals. The forum members already said it never works.
Highly likely another Singaporean could have sponsored her LTVP so she can take care of the children in SG. Not sure if LTVP existed 20 years ago anyway and maybe some news articles got mixed up along the way.

In the past I believe it's had some weight though (correct me if I'm wrong), though now it's pretty much meaningless.
Dont think so.
A real life case
a Male Singaporean try to get PR or citizenship for his 1st born (boy). [The boy was born when Singaporean Father and Thai mother not marry; and was born in Thailand]
Their MP is PM Lee. He wrote letter during apply PR and citizenship. The 1st born still didnt get any of it. He was in student pass while his younger sibling are citizen (parent married after he born)
This come out in newspaper many many year back. might be 20 yrs back.
Actually the news come out is due to father got into an accident and dead. Reporter interview the family.
Wife is holding LTVP and 1st born under student pass. The other children who are citizen and too young. Wife worry, she and her 1st born might need to leave Singapore and no one take care the young.
Then PM Lee ask ICA to grant the 1st born PR or citizen which can let the wife continue to stay in Singapore to take care the family
Fair enough, so it is only one case so hard to generalize. In any case, I'm not saying that MPs letters ever carried that much weight, I don't want that to get misconstrued. I just think that in the past it was a lot easier to obtain PR as opposed to now, things were a lot looser back then.

Actually, the way the post was worded leads me to believe that PM Lee's letters did not work while the father was alive, but later considering circumstances he reached out to the ICA to see if something could be done.

I googled the story and nothing came up. Must've been too long ago.

Yup, have already got that clear. Was just curious about the case hence I asked what happened afterwards.

The closest situation I could find was
this case of a foreigner single mother with two young children who was divorced from her Singaporean husband. ICA deemed her a special case and allowed a non-family Singaporean to sponsor her LTVP. She was on LTVP+ until her son turned 21 and ICA then said she was only eligible for LTVP.

Cover letters have never been requested for PR application. Do not put it in. If you sneak it in somewhere, ICA can easily reject your application for failing to follow instructions.

30-40% chances if you can prove your Chinese origin.
