Everyone has neighbors whether s/he stays in HDB or
condo with whom they can talk, make friendship & learn about each other culture which can be part of integration. But here some posts says that the people who stays in HDB are preferred, is this true?

Not really..It all depends....there are cases where HDB neighbours don't talk much, but neighbours in condo are close and vice versa.

Okay. I've tried not to enter the fray this time but a couple of questions need to be answered regarding some elephants in the room... May or may not have a bearing but I'm guessing it does.
1. Are you M'sian Chinese or Malay/Indian/other?
2. You went to private college (twinned with another University/College in Australia or somesuch? Outfit like Kaplan for instance?
3. I guessing you indicated you went part time to college? ("study pt in sg") so were probably working the rest of the time? Were you on a student visa or on a work pass? I know if going to a Sg University you are allow to work a given number of hours only/month. But after 9 years here you are only drawing 3K/mo. How long have you been working full time?
Answer these niggling questions and maybe we can give you a better "guess" as that is all we can do here.

This is true. If not for the 25 odd years spent here with countless efforts on our end to mingle with local neighbors through attending cc events and activities, we would probably not know anyone outside our own circle of expat friends.

This has been answered many times.
Integration cannot be measured through an interview. They are not that stupid.
They most likely look for other signs. Malaysians for instance get easy approvals even with lower salaries because they come "pre integrated". For the rest, if you tick enough of other boxes, a "simple" matter of being in a stable marriage with a citizen or perhaps a PR might get you over the line - in your case, the ICA has no way of knowing that you are eating only Nasi lemak and mee pok, chatting with coffee shop aunties and dating a Malaysian SPR. Had you taken a "risk" and tied the knot, the outcome might have been different.
Also, to your comment that it's not necessary that expats earning 180 K and above don't all live in bubbles - there are probably exceptions, but look around you. There are plenty of people living in expat bubbles - Indians, Caucasians and Filipinos are the most obvious ones that come to mind.

I don't agree that marrying a citizen or PR can change nature of a person.
I know what you mean, when I'm back in the US I can't walk 2 feet without being greeted by a total stranger. This is one way in which Singapore is very different from many other countries. People keep to themselves. Some of the especially reserved ones don't even talk to their neighbors despite living next to each other for years.
