I would think that back seat driving ought to be worth 12 points as well?
Also, you should not be allowed to change CD's, change radio stations, drive a manual transmission or put on your makeup either for that matter.

How about voice activated calls and earpieces that have the button on them to answer. For the majority of drivers in Singapore it shouldn't take any more time than digging for boogers.

Methinks the problem is not so much "hands free" as "brain free". My experience with cell phone drivers is that they are on another planet. From my experience in the States, the absolute worst is a blonde soccer Mom driving a large SUV, gabbing on her cell phone while trying to bitch slap her two kids in the back seat because they are raising a ruckus.
