As long as the pre-flight test requirement remains that is not that much of a change. Still with these rules might easily get stuck overseas for a few weeks to clear test. So better have a good insurance to cover extended stay if not visiting friends and family.

It does remove the country requirements, so can do a more exotic travels and the self test after arrival.
